This absence is particularly acute in Africa, where civil society has historically played a crucial role in advancing democracy and protecting vulnerable communities.

African civil society organisations must engage actively in AI governance now, while institutions and norms are still being established. The window for meaningful influence is narrow and may soon close. Without this engagement, Africa risks adopting AI systems that reinforce global inequalities, undermine local democratic progress, and serve interests far removed from African realities.

An intense global race toward advanced AI is underway. AI systems are improving at an alarming rate, with no fundamental barriers to continued advancement. Meta has processed millions of books, while other companies have scraped virtually every publicly accessible text on the internet to feed their AI systems. The result is AI systems with capabilities that seemed impossible just years ago, from generating realistic images to writing code and generating full-blown essays.

This development is not occurring in a vacuum. There is intensifying geopolitical competition between the major powers, with the United States restricting the export of advanced semiconductors to China and its allies, while China seeks alternatives and makes AI development a national priority. The Chinese Communist Party has elevated AI to strategic importance, leading even Nvidia’s CEO to question whether export restrictions might ultimately prove counterproductive.

The disruption is already being felt across sectors. Education faces unprecedented challenges as professors struggle with assessment methods in an era of AI-assisted cheating, leading to scepticism about the traditional value of education. Research organisation METR states that the time horizon of AI agents doubles every four months. At the same time, the latest model from Anthropic can work autonomously for hours on sophisticated programming tasks, signalling a future where many white-collar jobs might be redundant.

The Double-Edged Promise of AI

AI holds extraordinary potential, offering the possibility of curing diseases, creating unprecedented economic prosperity, and addressing humanity’s most complex challenges. It is conceivable that cancer could become a relic of the past and that high levels of automation could usher in an era of abundance where work becomes optional rather than necessary.

However, these promises come with equally significant dangers that demand urgent attention.

The Political Nature of AI and Its Risks

AI as a Tool of Control

By its very nature, technology is political, and AI is perhaps the most political technology ever developed. AI systems are shaped by human data and human feedback, both replete with biases, assumptions, and worldviews. This makes AI systems inherently value-laden rather than neutral tools.

AI can and will inevitably be weaponised as a tool for control. Who will reap the economic benefits and control these superintelligences? If these systems develop consciousness or seek power, how should society respond?

These questions may seem premature, but the rapid pace of AI development suggests they may become pressing sooner than anticipated.

Technical and Governance Challenges

Two key challenges affect how AI systems will shape our lives: technical limitations and governance failures.

From a technical perspective, frontier models using deep learning techniques operate in ways not fully understood even by their developers. This opacity presents serious challenges for safety, bias detection, and robust protection against deliberate and accidental misuse. Given Africa’s complex colonial history, diverse populations, often inadequate digital infrastructure, low digital literacy rates, and fragile democratic institutions, the continent faces particular vulnerabilities to AI-related bias and disinformation.

Their proven ability to communicate complex issues, build broad coalitions, and advocate tirelessly for the vulnerable is precisely what is needed in AI governance.

CSOs have profound understanding of community realities, particularly among marginalised groups who are most likely to experience AI-related harms. They are trusted institutions that have built long-term relationships in the areas and communities where they work. This positioning enables CSOs to serve as early warning systems, monitoring and documenting the real-time impact of AI deployment on communities.

Additionally, CSOs bring established networks and expertise developed over decades of advocacy, community mobilisation, policy engagement, and accountability work. These capabilities can be leveraged to drive the development and deployment of inclusive, safe, and ethical AI.

As guardians of people-centred development, the mandate of CSOs naturally extends to ensuring that AI supports, rather than undermines, democratic values. Given AI’s unprecedented potential to reshape society, CSOs have a critical role in ensuring that this transformation enhances, rather than diminishes, human flourishing.

The Urgency of Early Engagement

The architecture of global and national AI governance is being drafted now. Key precedents are being set, ethical norms are being debated, and legislative frameworks are taking initial shape. Engaging at this formative stage offers CSOs a disproportionately high impact, allowing them to embed principles of human rights, equity, and accountability from the ground up, rather than attempting to retrofit them onto already entrenched systems later, a far more difficult task.

A Strategic Roadmap for CSO Action

Building Foundational Capacity

CSOs must invest in understanding AI systems, their development, current capabilities and limitations, the major ideas and players in AI safety research, and emerging governance efforts globally. This requires dedicated resources for staff training, expert consultation, and ongoing education about AI developments.

Africa risks adopting AI systems that reinforce global inequalities and undermine local democratic progress. The people must have a meaningful voice in these decisions, and CSOs are positioned to represent that voice.

African civil society organisations have a distinguished history of advancing democracy and justice under challenging circumstances. They are not, and should not be, mere observers of technological change. They stand at a unique moment in history with the opportunity to help shape humanity’s trajectory. They possess the experience, trust, and moral authority to serve as pivotal architects of a just, equitable, and ethical AI future for all Africans.
